Do Bangladeshi people have more people with skin cancer than whites? And if so, why?

It appears that the groundwater in much of Bangladesh is contaminated by high levels of naturally occurring arsenic and the high arsenic levels help to cause much higher than normal levels of non-melanoma skin cancers (basal and squamous cell skin cancers) along with increased rates of several other cancers also.
