What do you mean “for free”?

He has to qualify for EB-2 visa category, first of all, and a US employer has to offer him a permanent job position AND petition for him. Your relative cannot self-petition for himself.

It’s not very likely that he can succeed while he is in Bangladesh. Usually, people come to USA on a non-immigrant work visa, and then find an employer willing to petition for them.
