Actually you can use Skype anywhere in the world PC to PC for absolutely free. But yes, US and Canadian residents can use Skypeout (PC to phone) for free until 2007. For all other users there is a small fee but you would need to go to the website (www.skype.com) to download the software and read more about the rates.
